Commercial Building Programs and Rebates
Lighting Upgrades
LEDs provide high quality lighting using less energy, and lighting controls or sensors can further increase savings.
Program Requirements:
- Projects should be pre-approved and typically require a pre-installation site visit
- To receive approval, please submit the following documentation:
- Rebate application
- Lighting Energy Savings Calculator
- Specification sheet(s) for proposed equipment
- Quote for the project
- Note: A California health and safety regulation regarding mercury-containing light fixtures essentially makes LEDs the default option for light fixture replacements, which may make some lighting replacements ineligible for the rebate as the new LED lighting will only meet – and not exceed – minimum standards. Lighting replacements may only qualify if they are for early replacement and/or are compared to savings from standard baseline LED options. Lighting projects should focus on controls/sensors and reducing fixtures/over-lighting.
Rebate amount: $0.15 per kWh saved, $250 per kW saved
Heat Pump HVAC and Water Heater Upgrades
Space heating and cooling and water heating are some of the largest energy uses in a building.
Program Requirements:
- Heat pump HVAC: varies based on capacity
- Package terminal heat pump: varies based on capacity
- Heat pump water heater: ENERGY STAR® certified, 3.30 Unified Energy Factor or higher

Kitchen Equipment
For commercial kitchens and food service, there are many electric appliance options to increase energy efficiency.
Program Requirements:
- Electric appliance type and model must be on the Qualifying Products List

Custom Projects
To offer greater flexibility and maximize savings, commercial customers can propose a customized project.
Program Requirements:
- Projects must be pre-approved and demonstrate energy savings for electricity and/or natural gas
Rebate amount: $0.15 per kWh saved, $250 per kW saved
Commercial customers can view the California electronic Technical Reference Manual (eTRM) for custom project ideas and estimated savings.
Multi-Family Income-Restricted Properties
Healdsburg Electric Department is offering an up to 100% rebate, based on maximum rebate amounts, for ENERGY STAR Most Efficient refrigerators and ENERGY STAR dishwashers in income-restricted multi-family properties with 20 or more dwelling units. Eligible properties will be contacted directly and provided with a program packet. All other multi-family properties are highly encouraged to participate in the State programs outlined below or view Healdsburg's residential energy rebates.
To help property managers participate in the program, a list of appliance retailers/contractors in the surrounding area is available here. Retailers/Contractors can complete this form to be included in the list. To be added to the list, Retailer/Contractor must have the ability to supply and install ENERGY STAR Most Efficient refrigerators and ENERGY STAR dishwashers.

- California Low Income Weatherization Program (LIWP) for Multi-Family Properties: Provides incentives for energy efficiency upgrades and solar installations for qualifying properties.
- Low-Income Home Energy Assistance Program (HEAP): Administered by North Coast Energy Services in Sonoma County and provides FREE energy efficiency upgrades for tenants.
- California Clean TECH Multi-Family Incentives: Provides upfront incentives for replacing gas appliances with electric heat pump water heaters and heat pump HVAC systems, using a TECH-enrolled contractor.
- Home Electrification and Appliance Rebates (HEERHA) Program: Provides efficient electrification equipment rebates for low-to-moderate income multi-family properties, using a TECH-enrolled contractor
- Multifamily Single Point of Contact (SPOC) service: Helps multifamily properties in PG&E service territory (including Healdsburg area) find multifamily program offerings to achieve carbon free affordable energy consumption.

Financing
- We offer a rebate assignment to help manage upfront project costs. If agreed upon by customer and contractor, please complete the Rebate Assignment Form with the rebate application.
- GoGreen Financing: Administered by the State of California, GoGreen Financing puts energy efficiency upgrades within reach, with attractive rates and terms and no property liens. Upgrade your small/medium business or affordable multi-family property. (En español)
- Energy Independence Program: The Sonoma County Energy Independence Program offers financing to property owners for energy efficiency, water efficiency and renewable energy improvements through a voluntary assessment. These assessments will be attached to the property, not the owner and will be paid back through the property tax system over time, making the program not only energy efficient but also affordable.
